Incentive Packages inside ANSEZ

The Agusan del Norte Special Economic Zone, through its component ecozone enterprises offers a variety of fiscal as well as non-fiscal incentives.

Fiscal Incentives
  1. All incentives stipulated under RA 7916.

    PEZA INCENTIVES FOR ECOZONE DEVELOPERS.

    • Income Tax Holidays
            New Project - 4 years from commercial operations
            Expansions - 3 years from commercial operations

    • 5% Final Tax on Gross Income in lieu of:
      National taxes - gross receipts, value added, ad valorem &       excise taxes and
            Local taxes - franchise, common carrier & other percentage       taxes upon lapse of income tax holidays.

    • Tax and Duty Exemption on Capital equipment
    • Tax Credit on domestic capital equipment
    • BOT (or build-operate-transfer) Law Incentives

    • Exemption from Duties and Taxes on raw material & other production Inputs brought into the ECOZONE
    • Exemption from SGS/Customs Inspection
    • Permanent Residency Status for foreign investors with at least US$150,000 investment
    • Resident and Working Visa Facilitation for Expats
    • Fully Deregulated Repatriation of Earnings

  2. The sites aforementioned are the Nasipit Agusan del Norte Industrial Estates (NANIE) located at the municipality of Nasipit and Tubay Agri-processing Center (TAPCEN) located at the municipality of Tubay.

Non-Fiscal Incentives
  1. Adequate infrastructure support.

    The province has in place the basic infrastructure required by investors.

          *The Nasipit Port. This international standard port serves domestic routes towards the Visayas and the Luaon islands. It is also presently serving 50 for eign destinations.

          *The Bancasi Airport. This airport maintains B737 direct weekly flights to Manila and two daily flights to Cebu.

          *Communications. Global, national, regional and domestic communication links at the investors' business offices. These facilities include satellite and landline phones.

          *Well-paved roads. A total of 114.94 kms. Of paved roads traverses the breadth of the province. Arterial roads back this up.

  2. Industrial Peace.

          In Agusan del Norte, the PPOC chaired by Gov. Ma. Angelica Rosedell M. Amante participated in a local peace negotiation which resulted to the surrender of 86 Higaonon former NPA rebels last year. Inspired by the success of the Agusan del Norte peace talks, the provincial government of Surigao del Sur and Agusan del Sur followed suit in organizing their respective local peace talks committee to initiate peace negotiations with the NPA.

  3. Human Resources

          The area has 90,000 skilled laborers. Enhancing skills are the various programs geared toward institutionalizing of training responsive to the needs of industries.

  4. Investment-friendly local governments.

          The provincial, city and most municipal governments have legislated acts promotive of the investment flow. On the other hand, local government leaders have continued to adopt a friendlier posture with investors. This is manifested by signing of a number of Memorandum of Agreement forging cooperation in the promotion of the area, taking cognizant thereto the significant role of the private sector as the engine of growth in the province.

  5. Good transport mix.

          The province has a good transport mix, making it more conducive to industries in terms of managing an economical and easy flow of raw material from their sources and the transport of their products to various market destinations. Its position of having the most direct sea-lane to and from the economic growth area in Luzon and the Visayas is further enhanced with the development of the Nasipit port into an international facility. Unlike other provinces, the province has, within its area (Butuan City), an airport that serves regular flights to the national capital and the booming city of Cebu. Paved roads connect the province to neighboring provinces. Having a riverine transport along the Agusan River in the near future could further place the area as the premier market center of raw materials from the agriculture resource-rich Agusan del Norte.

    Along with the aim of agro-industrialization, the province has the edge of having several raw materials that could readily serve processing plants. Being at the most direct influence area of the fast growing subregional city of Butuan makes it the natural expansion direction of spillover industrial activities from the city.
