The Philippine Overseas Construction Board is one of the implementing boards of the Construction Industry Authority of the Philippines, an umbrella organization under the Consumer Welfare Trade and Regulation Group of the Philippine's Department of Trade and Industry.

      The Board regulates and controls the participation of construction contractors and consultants (including general engineering/building and specialty contractors, construction management, engineering and specialized consultancy group) in overseas construction projects.

      The Philippine Overseas Construction Board, as a secretariat has the power and functions to:

 

A. Develop the Philippine Overseas Construction Industry

1. Identify projects, and countries where Philippine contractors and consultants may operate;
   
   
2. Recommend, participate in the negotiation of bi-lateral and multi-lateral arrangements that would facilitate the entry of contractors/consultants in overseas markets & protect the interests of Filipino contractors and workers operating overseas; and
   
   
3. Formulate, implement or cause the implementation of a scheme or arrangement for the protection of Filipino contractors from non-commercial risks with respect to their assets, equipment & other property held overseas.
   

 

B. Regulate

1. Register Filipino contractors and consultants who will undertake projects overseas;
   
   
2. Determine who among the interested construction contractors/consultants will be allowed to bid for overseas projects;
   
   
3. Authorize the exportation of construction materials and equipment (never been implemented); and
   
   
4. Cancel, suspend registration and enjoyment of incentives or other benefits including the imposition of penalties.

 

C. Control

1. Check, verify and evaluate the performance of construction contractors and consultants engaged in overseas projects;
   
   
2. Check, verify the books, requires submission of regular reports or by some other method deemed most effective;
   
   
3. Obtain, collate and evaluate information necessary for effective discharge of its primary purpose and proper exercise of its powers and functions.
