The Records Management and Archives Office Employees Association (RMAO-EA) led a picket rally in front of their building last June 23 to register their protest against union harassment. RMAO-EA leaders were indiscriminately suspended and eventually terminated by Archives Director Ricardo Manapat. Charges were also filed against active members and supporters. Demoralization from the ranks of the employees is now common since they were transferred to other assignments depending on the whims of the agency head. The arbitrary dismissals of union leaders began after they took the cudgels and heed the employees' grievances. The association vowed to continue their mass actions against further assaults on their jobs and union rights.### COURAGE
AND NAPOCOR EMPLOYEES RALLY AGAINST PRIVATIZATION In response to President Estradas priority to privatize NAPOCOR during the first 100 days of his administration, employees through the efforts of their union, Napocor Employees and Workers Union (NEWU) joined COURAGE in a picket opposing the sale of NAPOCOR . The union officers echoed their members position against the accompanying lay-off of employees as exemplified by the privatized MWSS. Proclamation # 50 issued by former President Aquino in 1987, gives the new owner the full authority to hire and fire employees, thus privatization outrightly disregards the security of tenure of employees. They also noted that employees absorbed by the Maynilad Water Services Incorporated (MWSI) and Manila Water Company (MWC) were placed under a six month probationary status subject to evaluation, a clear case of contractualization under a private company. For their part, COURAGE offered to support the struggle of the Napocor employees to defend their jobs and oppose privatization. It also encouraged the employees to embark on an education campaign on privatization and to participate in the collective mass actions that will be led by the union as part of their campaign against privatization. The picket took place last July 15, in front of the NAPOCOR building at BIR Road in Quezon City.### PRAFEA
GEARS TO CONSOLIDATE MEMBERS Faced with the prospects of an impending lay-off arising from the government's privatization thrust, Philpost Rank And File Employees Association (PRAFEA) stepped-up its campaign to consolidate its ranks. Series of consultations and Leaders' assemblies were held in the month of July zeroing on employees' welfare and issues, union matters and discussions on privatization. Ms. Beth Nuyad of COURAGE, in one of the assemblies attended by leaders coming from Mandaluyong, Quezon City, Marikina, Foreign Service, NCR and Central Post Offices, emphasized the need to further unite the membership on their struggles and forge solidarity with other public sector employees. She also stressed the need for the union to disseminate information and launch education campaign to reach its mass members effectively and rouse them to action against lay-off.### DOLE-EU
GIRDS FOR CNA The Department of Labor Employees' Union (DOLE-EU) resolved to further consolidate the union through its campaign for Collective Negotiations Agreement with the DOLE management last July. Knowing that the CNAs success will eventually rest on the strength of the union, the DOLE-EU undertook several activities that will ensure that the whole membership supports the issues being advanced by the union. These include among others, cliniquing on CNA for resource persons / facilitators, and for local employees associations and union leaders. So far, sixteen (16) agencies have already been given this orientation including five (5) DOLE regional offices. Orientation courses on Public Sector Unionism were also provided by the union during consultation meetings with the employees of the Bureaus, attached agencies, services and regional offices of the DOLE. The draft CNA proposal is expected to be submitted to the DOLE management by August.### |
