oil dumping in la union

TO WHOM IT MAY CONCERN: Greetings of peace! On Tuesday 23 February 1999,some friends & I were surfing having fun along the beach @ urbiztondo san juan, la union @ around noon we noticed that the water was dirtier than usual. Later on, several surfers among them foreigners, complained of a burning sensation in their eyes & on their skin @ approximately 3 p.m , an oil-like slick hit the shore. Upon closer inspection, the slick seemed to be a tar-like substance.needless to say the beach was unfit for recreation @ that point. We hope that the agencies responsible for the cleanliness of that beach would act immediately, so that no further damage to the environment Will be done.please be reminded that a substantial proportion of the income of the inhabitants of that area comes from tourism & fishing. We, the concerned people are HOPING for your utmost consideration & prompt action. THANK YOU!!!!! NEIL C MANJARES
